Energy literacy will enhance one’s comprehension that the cost of energy affects everything, from the food we eat, the clothes we wear, transportation, communications, housing, healthcare, and the leisurely living made possible by energy.

The world needs to comprehend that energy is more than intermittent electricity from wind and solar. Ever since the discovery of the versatility of products available from petroleum derivatives, and the beginning of manufacturing and assembly of cars, truck, airplanes, and military equipment, the world has had almost 200 years to develop clones or generics to replace the crude oil derivatives that are the basis of more than 6,000 products we use such as: medications, electronics, communications, tires, asphalt, and fertilizers.

The social needs of our materialistic societies are most likely going to remain for continuous, uninterruptable, and reliable electricity from coal, natural gas, or nuclear electricity generation backup, and for all those chemicals derivatives that get manufactured out of crude oil, that makes everything else that’s part of our daily lifestyles and economies.

Ms. Hollis has more than 15 years experience in R&D and product development in the energy, clean tech., automotive, and aerospace industries. She has managed and directed multi million-dollar contracts for industry and government clients with multi-disciplinary teams to develop innovative advanced technologies. Her past experience focused on research, development, and demonstration as well as product development in the automotive and aero sectors; ranging from fundamental research to new product launch, working directly with vendors and assembly line production facilities.

Ms. Hollis holds a BS of Mechanical Engineering from the University of Toledo, an MS in Aeronautical Engineering from the Ohio State University, and an MBA from the University of California, Davis with a focus on entrepreneurship, strategy, and finance.

Daniel C. Steward - The Exploration History and Remaining Potential of the Los Angeles Basin - LAAPL / LAGS Virtual Meeting Flyer

TOPIC: The 96-year exploration effort within the Los Angeles basin (LAB) has yielded 66 oil fields and as of 2009 produced approximately 8.8 billion barrels of oil. The appraisal of the discovered resources took several decades on a field-by-field basis and the question of complete appraisal across many of the fields is open. At a high level, at least 6 trends have emerged within the LAB, with variable degrees of exploration maturity: Whittier/Fullerton Embayment, Santa Monica Thrust, Newport-Inglewood Fault Zone, Wilmington Graben, Santa Ana Shelf, and the Palos Verdes Fault. It is noteworthy that the Palos Verdes Fault Trend has a solitary discovery, the Beta field (1976), and none of the offshore equivalent of the Santa Monica Thrust has been evaluated. Hence, these two trends are “truncated” in the sense of being very far from completely evaluated. The talk will begin with the chronology of field discoveries in the LAB, evaluate various characteristics of same, and pose some “what if?” scenarios to the LAB’s remaining potential.

Daniel “Dan” C. Steward is Vice President of Beta Operations at Amplify Energy Corp., responsible for the operation of the offshore Beta field in San Pedro Bay, based in Long Beach. From early 2018 to August of 2019 Dan served as CEO and Co-Founder of start-up Iron Horse Energy, LLC, an acquisition vehicle for mature oil-producing assets in the U.S. onshore. From 1996 to 2017, Dan held various exploration roles of increasing responsibility with Chevron, Noble Energy, Lukoil International Upstream West, and Total E&P, spanning the deep-water Gulf of Mexico (US & MX areas), the west African continental margin, deep-water Black Sea, the Barents Sea, and the San Joaquin basin in Kern County, CA. Dan holds a Bachelors and Masters Degree in Geology from California State University, Bakersfield and a Master of Business Administration from Rice University.

TOPIC:   A Seismic Hazard Survey of the Los Angeles Basin

ABSTRACT - To better understand and model strong earthquake ground motion in the Los Angeles Basin requires better and more accurate knowledge of earthquake sources, basin structure, and basin and near surface velocities.  Current knowledge of these three points has been compiled over time from many different sources where there is data and interpolated or extrapolated in areas where data does not exist.  A comprehensive and uniform survey that addresses these three points would greatly improve identification of areas of potential high ground motion, provide more detailed after-event shaking data for first responders, and be used to improve the resiliency of critical infrastructure.

 We are preparing for such a comprehensive and uniform seismic hazard survey of the Los Angeles Basin.  This survey will sample the basin with a nominal density of 10 seismic sensors per square kilometer which will provide sufficient resolution for determining the basin structure and the 3D velocity variations. The survey will consist of about 18,000 receiver positions that will be occupied by a rolling set of 5000 sensors, each occupying a given position for 30 days of passive recording. It will take 4 months for this array to traverse the basin.  There will be an additional fixed array of 200 three-component nodes that will record for the entire duration of the survey. The current plan is to supplement the passive seismic data with a limited number of deep shot holes (50m +/-) to obtain 100% or greater CMP-fold reflection data.

 Resulting data products for the survey will be Vs and Vp velocity models from surface to Moho, mapping of micro-seismicity events down to about M-1.5, a model of the crust from surface to Moho using receiver functions, and a seismic reflection image of the sedimentary basin using zero-offset autocorrelation and active source seismic CMP methods.  This data will be used by researchers to model a variety of earthquake scenarios to develop produce an updated seismic hazard map of the L.A. Basin.  Raw data and processed results will be made open source and available to the public.

Topic:  AB 585 New Law Affecting Assignments of Oil and Gas Leases on Calif. Public Land – What’s a Landman to do?

On July 30, Gov. Gavin Newsom signed AB 585 into law. AB 585 came about in response to Bankruptcies in 2017 that left the state largely responsible for the decommissioning of Platform Holly in state waters off the coast of Goleta (Santa Barbara County) and Rincon Island just off Mussel Shoals (Ventura County). The State alleged that Venoco LLC removed staff and closed Offshore Platform Holly and the Ellwood Onshore Facility (EOF), without first plugging and abandoning the oil and gas wells. The SLC stepped in to provide staff to run the facilities for abandonment and closure purposes. Venoco, LLC filed suit.

The Act clarifies the State’s police power to step in to plug, abandon and remediate facilities on Public Lands. In response to Venoco’s actions, the State of California has incurred costs in the amount of $108 million and is expected to continue to incur costs in the tens of millions of dollars over the next two years. The Act authorizes the State Lands Commission, when considering the approval of an assignment, transfer, or sublet of an oil and gas lease, to consider whether a proposed assignee is likely to comply with the provisions of the assigned, transferred, or sublet lease for the duration of the lease term. The bill also requires present and future oil and gas leases or permit holders to remain liable for plugging and abandoning wells and drill site remediation.

What’s a landman to do? The Act mandates the preparation of affidavits showing when the leases expire or terminate and imposes criminal liability for the failure to do so within 6 months of termination or expiration. The bill would make the failure of a lessee, assignee, transferee, sublessee, or operator to comply with these deadlines a misdemeanor, punishable by a fine of up to $10,000, by imprisonment in the county jail for up to one year, or by both that fine and imprisonment, for each offense. The Act further requires recording of documents not previously required to be recorded. The Act’s provisions are effective on or after January 1, 2020. Ms. Connet will speak on the effect of the Act and ways in which landmen may wish to modify their practices to best serve their operating clients.

The Act impacts the State’s four million acres of tidelands and submerged lands and the beds of navigable rivers, streams, lakes, bays, estuaries, inlets, and straits, as well as the 459,000 acres of the State’s “school lands.”
